DOWNTIME
It does not have to be run if HR didn't change a rehire from 00/pending to active status that day.
It can be run after hours manually on that day.
If not, you can run the ReHireEmployeeManual for the date(s) it did not run.
Do NOT run multiple times as it will try to add those rehired employees again and error.
Go ahead and run the EmpUpdateDemo after you run this - EmpUpdateDemo can be run multiple times.
